I think Mirror Master would fit the part pretty well. Would give Flash quite a challenge for his first villain. I like Captain Cold the most among the Rogues but I think he's more of a sequel material.
Mirror Master or Weather Wizard. I think the special effects that can be done with those two would be amazing, and they're two villains that can certainly bring out the best of Flash's power.
Scrap a separate movie universe and just give TV Flash a bigger budget.
In seriousness, I think another speedster would be a bad choice because the Flash TV series is going to tap that well dry. Perhaps a general Rogues team-up would be a better choice though that's problematic since you wouldn't have time to flesh out all the villains.
I don't know. That's a really good question actually. I'm stumped. I guess they will have to retread some territory covered by the TV show.

It's struck me as odd that they haven't introduced Mirror Master in the TV series yet. He's the only major Flash Rogue not to make an appearance.
