"Staring and moaning" is what I do when people do when they see me walking shirtless.

Well staring is rude and some people can say a lot without words but generally no, just looking at people isn't bad.

But most women get upset if you look because they dont like it when ugly guys look at them. They are fine being stared at if the guys who are staring at them are physically attractive.

The secret is to make sure you don't move your head. Like, if they move around, just make your eyes move. Or, constantly be moving your head but keep your eyes locked. Easy peasy.

Sometimes when I notice a hot girl, I start observing the reactions of guys, and a situation I often notice is when a guy sees a hot girl his jaw slightly drops involuntarily, his pupils expand and he starts staring. Then a girl notices he's staring at her, and the guy is suddenly filled with shame, and looks elsewhere. At this point girl smiles, lifts her head up and victoriously walks away, knowing full well she has a sexual power over him.
