@benk111: eyes easily get drawn to things that call out for attention. a horn honks you look, something randomly becomes bright you instinctively look. our brains are used to people being covered up, when someone isn't you will most likely look because its out of the ordinary. people need to realize staring doesn't make you a perv

Some people can be funny when it come's to looking at them, you can always look but do it for too long and it becomes creepy.

I pretty much assume a girl wearing a revealing outfit want's guy to stare or I don't think she would of worn it to begin with. If should didn't want anyone to notice her in that way she would of probably dressed covered up.
If there are two women equal in everything else but outfit, the one wearing skimpy outfit will get more stares, common sense. So yes, it's like inviting more stares.
On the other hand, that doesn't make it right on the man's part to stare. At least avoid creeping others out.

Doesn't matter what she is wearing, you have the right to stare & she has the right to think you are a perv and feel uncomfortable. It's a free country. I actually try not to just stare at anyone, because it makes me feel uncomfortable just gawking at anyone for any reason. Also in the wrong situation, you could get beat up.

@mortein: Haha maybe i suppose. Cultural influence has a huge part in determine what kind of clothes you are comfortable wearing and otherwise. I don't have problem with people wearing revealing dresses, I am just not into it.

Well I'm not going to stare at anybody 'coz it's weird but I am obviously going to look. If I walk around with my balls hanging out the bottom of my shorts I'm not going to be surprised when people stare.

Often people wear short dress because they are just trying to fit in to the crowd, its normally true for people from different culture who have assimilated themselves into a western society. It's often those girls that feel unsecured, scared and angry when people stare.
