I think the fact that if Billy said shazam and it was to strike an enemy they could just move him over to the lightning to change him back and Jason Blood can be killed if he doesn't say the chant fast enough so do you think it should be taken away or their should be more safeguards?

Not many enemies are fast enough to dodge lightning so casually, or would they know the lightning is what changes Billy into Captain Marvel. And Jason isn't dumb enough to say the rhyme in front of an enemy, he's a former knight, he knows better than that.
