I hate to go with the old standby, but with that cloud cover, those were probably weather balloons to monitor atmospheric stuff. I've seen stuff like that before, and it was just weather balloons.

All these UFO conspiracy theories are purposefully leaked by the government to prevent widespread panic over what is very clearly a global swamp gas epidemic.

Couple of days ago I read an article about the increase of neo-nazism in Russia and how most Russians dislike immigrants, so when I saw this video I thought "boy, Russians must be freaking out now". 

Nice to see others find it a bit unsettling.
