Well for a lot of his enemies Batman....of course he has people like Bane, League of Assassins, Prometheus, etc, but then you have Penguin, Riddler, Two-Face, ect.

Wally. He has some legit villains in Zolomon and Thawne but for the most part they need to dumb him down tremendously for the majority of them to be a threat.
