I don't think there is a place that has no energy. Scientifically speaking, everything is nothing more than energy vibrating (maybe that's just a theory though).

And since Marvel seems to like science I don't think they'd have a universe within their omniverse with no energy.

By definition, the Omniverse includes every reality, so yes, if there is a reality where there is no energy or no time, it would be part of the Omniverse.
