Don't know the other two, but Kendrick has talent AND recognition. By those two standards, I say he is.
And in an unrelated note, I'd pick Childish Gambino as king of the East Coast.
Dom and Nipsey have both gained a lot of recognition in the last couple of years. They are on pace to become the next names to make it big outta the west coast. They just gotta get signed to a major label first. Kendrick has collaborated with both of them on several occasions. You should listen to their mixtapes and albums.
Childish has several obstacles to overcome before he can he even be mentioned in a conversation about who the best rapper is any region. He sounds more proper than Drake when he raps (which isn't a good thing) and he isn't consistent. I'd place him right below Odd Future's mid-tiers.

Oh, I'm all for listening to new people, and I will give them a lookup, but as of now, Kendrick is popular as heck, AND he makes good music. He's above them in that regard.

I'm getting the feeling that some of the ppl posting either haven't listened to the other two or haven't heard enough of them to judge properly. Listen to Nipsey's "Crenshaw" album and Dom's "Yellow Album" and "Get Home Safely". The margin between these artists really isn't all that wide.
