By definition, honestly no. But she's a strong individual female who was born without a father.
I guess it's the female empowerment that people associate her with feminism.
She can be a symbol of feminism without embodying everything about it. If feminists choose to use her as a symbol of feminism, then she's a symbol of feminism - simple as that.
