Depends, because most good characters aren't prone to busting random planets or things of that nature for fun. So in DBZ power scaling works because Goku would never do something like that in character. But if he can man-handle or beat someone who can, the implication is that if Goku wanted to he's capable of the same.
Now there also needs to be the understanding that it doesn't mean Goku (I'm going to focus on him since I know that's where this really is going) has trained similarly or developed similar techniques to other, less powerful fighters. For example, Goku is leagues above Tien, but it doesn't mean he can replicate himself as Tien can. That's Tien's ability, and Goku never trained it (unlike the solar flare for example). Also just because he has the power to destroy planets doesn't mean he could do so necessarily as easy as say Frieza because he never trained to use his abilities in such a fashion or developed a specific "planet busting" beam. So I wouldn't say he could simply replicate Frieza's "one finger planet death ball" (or whatever you wish to call it) because he never developed an attack for that purpose, but he could charge his Kamehameha enough to accomplish the same goal, even if it would cause greater strain on him.
The problem is people tend to get nuts with the power scaling argument, because they don't take the above I've stated into consideration. Personally I'm ok with it, but won't hesitate to call it out when it's getting out of hand.

The definition, in my honest experience, tends to change person to person typically to suit what they think a character can do.
In the case of DBZ, I'd define it as a feat of power or speed that can be replicated by a more powerful character UNLESS tailored specifically to the physiology or training of the other character. I think it's done in DBZ because Goku is pure of heart, and is not going to fly through space destroying planets just to prove he can. However by beating those who can, it is implied he could at some level.

It's better for sure, and fans have interpreted that to mean more powerful. I think it's a mix of power and technique itself. What the wiki speculates is a fair point, but in the context of when Old Kai said that, they were racking their brain to come up with ways to become more powerful. They needed more power to defeat Buu, not necessarily a more permanent fusion or something. So yeah, in theory, Vegito should be stronger than Gogeta. By how much? Who knows?
Another oft-quoted statement is that the dance adds the powers together and the earrings multiply it instead. I don't know who said that or where it came from though, and it seems to be pure speculation.

It varies depending on the context.
If a character A can lift 1000 tons, just because a character B can beat him, doesn't mean S/he can accomplish the same feats of strength. (That is, character B could have perfectly beaten him by being faster or a better fighter)
But if in the fight, character B shows physical superiority, it can be said that character B can also lift 1000 tons, even if he has never done it on screen.
