You are fooling yourself if you think IQ is an accurate representation of intelligence, it's more of a guideline then anything else and somewhat shows off your problem solving ability. Most intellectuals agree it's not really an accurate representation.

It's one of those things that can't really be measured, but I suppose something like and IQ test or just general achievements could help in getting a rough estimate of a persons intellectual level. It just won't ever really be definite or very useful for rankings, it's more like very rough categorizing (for an example, this person might be low, medium or highly intelligent). But imho, there's no safe way of saying that a person who scores 130 is not smarter then someone who scores 150, even though there's a 20 point difference it's only going to prove that both are above average.
