Is learned magic a power or ability

Like how Doctor Doom learned magic is that a power or since he wasn't born with it an ability? I think ability but what do you guys think?

Power if it boosts the characters and allows them to pull off superhuman feats.

Ability if it's just knowledge they use as leverage against supernatural foes.

wouldn't it be both? i mean you learned the ability to achieve magic powers

I think it can be learned, but some are born with an affinity for it.

It can be learned but some are born with an easier time learning it than others.

Wouldn't 'learned magic' be similar to any learned skill (ie. Taskmaster acquiring Captain America's shield skills)?
