As the title suggests I was wondering is it illegal to hang glide in a city like New York?

Don't even know what that is but I'd suggest checking the New York laws and etc.

It most likely would be, even if it is, you shouldn't do it, could cause accidents because of people looking up at the flyer.

I've seen videos of people hang gliding over Rio De Jenairo, but none of New York City. Thing is, are there any buildings which people will let you launch from?

Depends which part, if it's a congested area then yes. Controlled airspace, yes as well.

I'm going to say yes...just like base jumping in cities is illegal
