I don't think he is evil, he just has a short temper, plus his duty as the God Of Destruction just seems a little evil, but apparently its to maintain balance or something. So no, I don't think he is evil like Freiza or Kid Buu

He's like the greek gods. He's not evil, just spoiled and dangerously carefree about everything.

Bills at the end of the movie befriends Goku. He only fights him because of his (really really) short temper, but otherwise he is

• nice (as shown when he treats Bulma and the guests at her birthday party really well; that is, until he goes crazy over pudding and goes around poking and slapping people)
• childish (loves eating foods from around the universe and blew up King Kai's original planet over a game of hide and seek)
• and understanding (he said he wouldn't destroy the planet if Goku gained SSJG powers, which he followed through with even after being so tempted to destroy it after being near-stalemated).

Whis, his mentor, is also pretty laid back and pure character; if he was evil he would've annihilated everyone considering Bills was 1-hit-KO'd by Whis at the end. Bills is a god of destruction, so destruction is sort of like a job, destroying things to keep the balance. He's sorta like Goku in that all he wanted was a good fight. The only reason he actually antagonized the Z-fighters was when

1. Goku called him out for a fight directly on King Kai's planet (a friendly one, just to see how good he is)
2. Buu ate the last of the pudding, along with Bills' last chance at eating earth pudding before having to sleep for some more centuries and millenia.
