Arthur Petrelli became the strongest through the third season by taking away Adam's immortality, all of Peter's mimicked abilities, Hiro's time manipulation and Maya's poisoning. Too bad he was still affected by the Haitian's powers and a bullet to the head was all it needed.

It depends, the few times they did fight, Sylar showed that he had the upper hand, and I believe his original ability, Intuitive Aptitude, would allow him to understand the powers he obtains better and faster than Peter (most of the time, Sylar increased the power he stole to even greater heights) however, they had one battle in a possible future, and appeared to be evenly matched.

He was able to trap his past self in another persons body & he had pretty much every power but with more control.

He had tons of powers including Hiro's (could control time, teleport, and time travel) as well as having very good control over his powers.
