I need help remembering

I've have this vague memory from my childhood of this group of heroes in an ad in a magazine. I may have been in a comic but I'm not totally sure, I do remember two of the characters being blue and one of them looking similar to DC's Icicle. It would have been right around 1996-97 it's been bugging me for a while now and I've been trying to remember more but I can't.
 
I know I didn't give a lot of help but someone on this website has to be able to assist me in this.
