I need help

alright i was able to do this i wanted to make the cats eyes glow

but how do i change the color of a certain part of the picture and not just filling the whole pic green.

What program you using

Jasc Paint Shop Pro

im dinking with tools right now and i got this pic which i like it represents my two personalities

but i want to make the right side of DC darker and i dont know how ya know what i mean

He uses photoshop though. You can do more on it then paintshop but its still cool.
