She's a fan art version of Mulan. I like that picture too, used it quite a few times on this thread already actually. Ha ha.
She's from a series called Once Upon A Time, according to the artist who drew her. Though if she meant the same series as the U.S. Once Upon A Time TV series, that I do not know.
