Probably because Thor has been around longer and is a founding member of the Avengers and Herc was always one of those second tier Avengers. Although I really liked his book, I mean this is how little Marvel thought of him he only got his own title because he took over Hulk's book. Granted what really brought me into the Herc book was him taking over for Thor and then Thor taking over for him. That was hilarious writing.

I think it's because Hercules is a story that has been told over and over again. It's had many variations from film, books, and comics but always has similar themes. Thor on the other hand isn't as widely told as Hercules, so I think it gives him a sense of uniqueness.
