I might have, I was at Barnes and Nobles checking out volumes and this guy came up to me and demanded to see my hands and said I had beautiful long fingers.

I was sitting outside Walmart once when I was 16, and I overheard a returning vet from the Afghanistan war talking to his girlfriend about how he mowed down Jihadis nonchalantly with his unit. I don't recall much more than that but he referred to them as Hadjis and spoke about the incident quite calmly.

My girlfriend grew up in inner city Milwaukee in the early 90's. 3 blocks or so from Jeffery Dahmer's apartment. Her mom used to see him come into the restaurant she worked in.

My friends saw the guy who chopped up 3 people and stuffed them in a log out in the woods several years back. Sad thing is my mom was a substitute teacher for the kids who got killed. This guy was around town like once a week so the odds are high that I saw him.
