That's much too short of a window for 9-11 to have had any influence on the game. At that point the game would have already been finished and they would have just been hunting for glitches and bugs in the game. All the game design would have happened a long time before 9-11.

I recall that Halo: Combat Evolved, the first Halo game to be released, came out on November 15, 2001, which is about two months after September 11th, 2001. It is possible that the September 11th attacks have had some influence on Halo.
Honestly I think you are reading too much into it.
