Joffrey. At least Ramsey isn't a coward and is willing to actively get his hands dirty. Joffrey always attacks weaker individuals, or has other people do it for him.

Ramsey is worse cause he's smarter. If you play to Joffery's ego, like Margeary did, there's a chance you can manipulate him. But Ramsey is cruel AND cunning. It's a bad combo.

Joffrey liked the idea of being a great and respected king, which is why people like Littlefinger and Margaery could manipulate him by playing to his ego and convincing him his stature and popularity would rise with certain actions. His rage and cruelty came about because he couldn't stand the idea that someone might not respect him or might have a grievance with him. He was an insecure coward at heart.

Ramsay is just a complete psychopath. It's why I've never really liked the character as represented in either the books or the show, because he doesn't fit with the rest of the world. He seems more like an 80's slasher villain than a GoT character.

@the_stegman: Excellent breakdown of who and what Ramsey is. Without his Kingsguard, Joffery was a wimp that little Rickon could have beat up.

Ramsey is a skilled sword hand, archer, tracker, and strategic mastermind. Honestly I hadn't been freaked out by anyone on the show or in the books the way I was of Ramsey.

Something about feeding people to dogs really bothers me. Didn't like it in Django didn't like it on GOT

Joffrey is worse merely because if he met Ramsay he would be inspired to outdo him at every turn. Joffrey aspired to be Idi Amin or Stalin. Ramsay may be more sickening, but his acts are more personal, which limits their reach. Joffrey would rule a kingdom where every one of his loyal servants was like Ramsay.
