Not all parents that don't permit their child from dating someone outside their race are racist jerks, sometimes it is against their family tradition, religion and/or family values. For example I know at least 2 people in my middle school that aren't aloud to date anyone but other Arabs.

My father is, unfortunately, somewhat racist towards blacks (even got upset when my brother had a black girlfriend for a bit).
My mother though? Aucht, she cares not of color but of character.

My mom's black and she has the "I don't trust white people" mentality that some of her age have. But, I don't think she'd mind too much.
