Depends on the versions.
Pre-52: He was chosen to wield the power of the gods because he was worthy. This version could lift it.
New 52: He was chosen to wield the power because he has the potential to become worthy. This version cannot lift it, for now, but he does have potential to become worthy and do the said task.
Pre-52 Shazam is more than capable of lifting the Hammer. New 52 Shazam is not yet ready to wield Thor's Hammer. Maybe that could change in DC Rebirth.
I'd have a hard time necessarily assuming that the definition/understanding of the term "worthy" under one Pantheon/mythology/culture is going to be completely compatible with the same term used by a completely different Pantheon/mythology/culture.
It's possible Billy might be worthy, but I'd guess, if anything, he's too much of a good-hearted hero and not enough of a warrior to qualify (As compared to Cap, who we know is/was capable of lifting Mjolnir, who is not only a match for Billy's good-heartedness (not really a necessary feat, IMO, given Thor's generally a good person but no boy scout) but is and has been living a life of near-constant warfare, almost always in a position of responsibility that seems more likely to attract Mjolnir's attention)/
Finally, Billy has always struck me (Solomon's Wisdom or no) as somewhat... childlike in heart, mind, and conviction. I'm not sure that the sort of enchantment Odin placed on Mjolnir (to bring to heel his wayward, immature child) would find the sort of worthiness it seemingly seeks.
No. I don't see him being able to kill like Wonder Woman. Plus even with Solomon's wisdom, he's still a child.

Pre-52 Billy, definitely.
He was chosen to wield the power of 6 gods because he was deemed worthy. He was so pure of heart that Neron(sort of Mephisto of DC) wanted his soul, and according to Neron himself Billy has the purest soul on the entire planet Earth.
New-52 Billy, nope.
He was chosen because of certain circumctances and not because he was worthy, and though he has shown that he is turning into good guy slowly, most of the time he is just arrogant brat.

Billy is probably one of the few from DC who could... hes pure of heart and he should be worthy.
god i love his character so much... a 16 year old (i think thats how old he is) with the power to rival Superman. they really gave him the shaft Post Flashpoint (and im pissed)

it sucks that everyone ragged on him (cuz they thought he was 23 so it did seem wrong, but they had no idea he was a kid) so he broke up with her. They were actually a really cute couple

Not really, just show me a scan of Superman saying or at least in a thought bubble something along the lines of "I'm going to have to kill them".
Here's one explanation as to the requirements to being "worthy".
To my mind, it's that Thor is a warrior, while Captain America is a soldier. What I mean by that is that while both men are heroes, Thor enjoys fighting and relishes the glory of battle. That's not to say he wants to start fights just to get some action, so to speak, but he takes pride in his work, and his work is smacking bad guys with a big-ass hammer.

I think you misunderstood me when i used the word willingly (though granted i coul have used a better word).
Basically, did Superman willingly go into that fight to kill Darkseid or just to beat him?
