Can comic book citizens be apathetic?

As in not caring for the danger. For instance, when a meteor is coming and what did the people do? Nothing.
 
Prototype has this with the virus being unleashed in New York and the people just don't care about it. However, if Alex can go on a rampage, then they panic.
 
Can citizens in comics can be apathetic?

They can be apathetic all they want. Long as Batman is around you really don't need to worry. I'd feel hella safe with him running around my city.

@Darkseid Elite: I could imagine an example in Incredible Hulks # 621 when Betty goes rampaging on the people of New York, and there are some citizens who saw that will just say "eh" to her. Now that is apathetic, am i right?

They don't have feelings, they're extras in a comic book. If the artist doesn't draw them screaming, that's just it. There's no deeper meaning.

Sure. At least one of them has to realize that at some point, Flash or Superman or some other equally powerful character is going to handle whatever the threat of the day is. Probably New Yorkers too. They think they've seen everything.

I'd imagine that it gets pretty mundane after awhile. Heck, they probably incorporate it into the weather reports. "Sunny today, with a high of around 65, and a 37% chance of attack by a radioactive human/lobster hybrid."

People tend to become apathetic after seeing something enough times.  I had a friend who moved to South Dakota from India.  The first tornado warning of the summer, he was flipping out. The rest of us just walked to the bar to watch the Twins game.  After enough times, you just get jaded to something.
