oh yes, i am aussie and very proud of the large array of excellent actors we seem to produce off what you would think is an assembly line.

actors/actresses like Nicole Kidman, Mel Gibson, Eric Banner, Kate Blanchett, Heath Ledger, Sam Neil, Hugo Weaving, Paul Hogan and at times we will even claim Russell Crowe, even though he is techniqually kiwi, but no ones cares.

who is the best actor/actress born of australian blood?

I had to laugh here and point out that Russel Crowe is actually a NZer...

we do that though, Aussies steal New Zealand actors all the time....

Cate Blanchett is generally considered one of the two or three best actresses in the world by those in the industry.  I think she'd be the obvious choice.

I kind of agree. I loved him in a Beautiful mind, but people seriously overrate his performance in Gladiator. Imo Joaquin Phoenix stole the show in that movie. "

I like the dude from Terminator 4, Avatar and Clash of the Titans. He's good.

Heath Ledger and Russell Crowe are numero uno. Geoffrey Rush is good. Cate Blanchett and Nicole Kidman are ok. Hugh Jackman and Mel Gibson suck.

I'm going with  Geoffrey Rush, since technically Mel Gibson is American. :-P
