I think possibly you mean smartness and intelligence? Smarter is a relative term whereas smartness speaks of the quality of being smart. There are differences and similarities between smartness and intelligence, one similarity is that both as words have different applications, both ideas have overlap and broadness, you can't really ask people to know the difference without establishing more context as far as what you mean to discern. A definition of intelligence, the one you seem to be applying as far as I can tell by assuming, is acquisition and application of practical skills in order to assist survival, and thats an interesting topic, but you should be aware that intelligence has many more applications and definitions.
So assuming my assumption is correct, well thats true, many people around the world have come to rely on technology a great deal to such an extent that removing a lot of that technology would have people struggle to get by, but thats not strictly a bad or good thing and many animals put into different environments than the ones they are use to and or adapted for struggle to adapt, its over simplistic thinking to believe that modern humans are lacking for not having the skill set of humans tens of thousands of years ago, possibly over romanticizing the past when things were simpler? There is a quote occasionally attributed to Albert Einstein, "Never memorize something that you can look up" the wisdom in that being could be said to prioritize information, and learn what you have to for your situation to better and improve it, don't clutter it with redundant information you can have readily accessible externally anyway.
I mean sure… we could get all the top medical professionals, and various scientists to stop working on technology, saving lives and get them to learn how to hunt wild animals with just wood and stone just so they can, and we can get everyone to stop what they do and do the same, and have the pace of the world dramatically slow down and then have people have skills they won't really have a need to use instead of spending that time more productively. I mean of course its a great idea for all people to have enough skills to keep themselves and those they care for safe and well in emergency situations but trying to have the skills of past generations would be a bad idea when modern reality isn't the same as in the past.
Lastly as others have put, humans are animals. Interesting idea for thread though.
