I'd say so. It is one of the few games in which you can't fight back. The music and the atmosphere also make it scary and disturbing. I would say that it is even scarier than the Silent Hill or Condemned games.

I still wouldn't put it above some of the better Silent Hill games. They just can't be matched in the soundtrack department and I would put them higher in terms of visuals.

It may be on par with Fatal Frame, but just barely.

In my opinion Silent Hill 2 is scarier, but Amnesia is pretty close behind. Also Fatal Frame creeps me out.

It's the fact that you cannot do anything except run. It is the definition of survival-horror. My best friend and I had these sessions of playing it each week on his massive TV (obviously his modem plugs into his TV) with lights turned off and all. There were times where I literally let go of the keyboard and cowered into the couch in fear. The first time you see one of the monsters is like someone has stabbed you in the balls. 
 
The puzzles ruin the game, though, we decided. You should just walk around, collect things and explore the history. Not have to do all these mind-boggling puzzles.

It's pretty scary, especially because you can't fight back, but it's not the scariest one.

For me, it's Silent Hill.

Meh.

Amnesia scared me 10x more than Silent Hill.
