When was Ultron Created?

So in which issue of which tittles, was the first Ultron created?

His first appearance was Avengers #54, but he was already created.

His introduction is a little ass backwards because Ultron erases Antman's memory of making Ultron once the robot turns on his father. So Ultron shows up in an arc before it is revealed to the reader where he came from

Thanks. I've heard rumors that Tony Stark will be the one who created Ultron in the cinematic universe and It was Hank Pym back in the comics, it is slightly felt like awkward but a movie is a movie, I guess they just want to make that Tony more famous, as he already is.
