With plenty of Excellent Super Villains from Joker, Lex Luthor, Green Goblin,  Red Skull, Darkseid, etc it's time to list the characteristics that make a excellent super villain. I'll start

1.Threat Level Not just a threat to their foes but to ordinary people because of what he or she can do, and the World.

A great villain to me has to be cunning. That's the number one characteristic are a villain. They have to have vision(no, I don't mean the sense of sight). Transparent villains aren't worth the pencil they're drawn in.

Blackheart, Joker, and Thanos are all cunning.

The best villain is a villain that has plans within plans.

I also like villains who aren't afraid to get their hands dirty. Oh, I hate dumb villain who are like why are the cops here? I'm only robbing a bank. They need to work on that.

This will always be Number 1.

#1 Contrast- What makes the villain different from the hero is the most important thing about a villain. Best example in comic book history would be Superman and Lex Luthor. Superman is an extremely powerful alien from a planet far far away. Lex Luthor is a well respected human businessman. What makes this so interesting is that Lex is the villain here.

I agree that villains should have some manner of relationship with the heroes they are originally pencilled for.  From there, they can grow and affect others.. but a truly good villain is one that clashed with their original hero.

As with the post above mine.. the Superman / Lex Luthor distinction is good.

Then there are:
* Goblins / Spiderman.
* Joker / Batman
* Magneto / X Men
* Zoom / Flash

etc.. all excellent villains, but they work because of their original nemesis.

I LOVE the relationship between Magneto and the X-Men. Of course I mostly experienced that through the X-Men Legends games and the INCREDIBLE 90s cartoon but still, I love how they are fighting for the same thing but in two completely different ways. Magneto has always been my favorite super (and Marvel) villain.

Be a general badass. They have to do something to really get to the hero, or to someone, like when the Joker shot Barbara Gordon and when he killed Robin. That's badass. We knew before that he was a threat, but now he is a real menace.

I want them to have a plan to really outsmart the person, or the power to handle the hero.

I can't stand when people like Penguin fight Batman, lose, then are like "What happened?"

Any villain who doesn't keep talking about how badass they are, they just prove it

I think a villain that thinks everything he or she does is completely justified is awesome.  You may not agree with him, but at least you can sympathize with Magneto and that's what makes him interesting.  Every time he battles the X-Men, every time he commits a crime...a little bit of him is right.  If he wasn't fighting good guys, the audience would be cheering him on.  Hell, sometimes they do anyways.

Villains also need to be original.  The best DC villains are Zoom, the Rogues, Darkseid, the bat villains, Lex Luthor and Sinestro.  Why?  Because each of them has a completely different way of looking at the world, unlike any other character.

Villains that use Psychological Torture to push their foes over the Edge lacking any empathy to see their actions as bad, and savage.

Joker in The Killing Joke, Fooling Superman when Lois wasn't in any real danger, and plenty of others.

Kingpin Using the known secret identity to torture his blind adversary Daredevil.

Bullseye With a grudge against the Man without Fear Daredevil it's murduring people including ones close to Daredevil aimed at toruring Daredevil

Green Goblin Torturing Peter Parker for hours to get him to accept the mantle of Green Goblin, killing Gwen Stacey, getting Flash Thompson drunk and having him drive drunk to the High School Peter works at that resulted in Flash getting brain damage, plus plenty of other things.Plenty of others.

A villain should be cold and  calculating.

Of course, then there are the complitely comical villains that for some odd reason, I really like due to their ability to make me laugh.  And I want to see more of them.

Example. (RIP Slyde)

So mainly a savage psychopath. Deathstroke fits that.

I think the best villains are the ones you truly believe are capable of  "winning" against the hero.

Its not just believing their capable of defeating the hero in a fight or even killing him, although that's definitely a part of it. They have to be able to attack the hero in ways that he nor you ever expected.

I think thats why everyone loves the joker, Cause when he's written well, he's completely unpredictable.

the best supervillain should be the one that noone sees coming... the one noone expects... the one that can get away with it...

like Scott... the man who killed Batman...
