He may be a villain, but it is still totally unacceptable that no one has yet to include Black Manta.

I'm not sure about a top 4, but Black Panther will always be my favorite black hero, and one of my favorite heroes in general. One of Marvel's best creations.
@micahparadise: @decoyelite: Bloodshot appeared to be black in the zero issue in parts, but he's never appeared that way before that or since. That could have been a past version of Bloodshot. Or just artistic interpretation. Also, Bloodshot is really the amalgamation of many different people and ethnicities so I'm not sure it could count regardless.
There was a debate like this on the Valiant fan forums and we pretty much chalked it up to a previous "failed" version of Bloodshot as it's kind of ambiguous. The one we know for the current series hasn't appeared that way, so I wouldn't say he's black. Plus considerig the nature of who Bloodshot is I wouldn't feel comfortable calling him any other race either.
I hope this clears things up.

@decoyelite: the bloodshot in the zero issue isn't present day Bloodshot, the one I've been reading for 14 other issues. Bloodshot has Caucasian features and straight hair. Now that's just the honest truth.
So yeah I'm not wrong. My evidence: every issue of Bloodshot.
Honorable mention to....Invisible Kid II ( Probably the only black character who's never been in a race-specific story. He's just a hero. The color of his skin just doesn't matter. If only all characters could be written that way)
