I'm not sure about a top 4, but Black Panther will always be my favorite black hero, and one of my favorite heroes in general. One of Marvel's best creations.
The best black hero! Stan Lee and Jack Kirby created a beastly character! Respect to Christopher Priest for making Panther a badass in the modern age.

Those 4 have the most potential to make an impression, if writers cared about them. Well, out of the 4, Cyborg is the only one writers don't care about, but the potential is still very much there. You see how they're putting him in a lot of media. They even put him in a MOBA, which I didn't know what that was until I saw Infinite Crisis. Kudos t DC.
All time, I'd say Miles, John Stewart, Storm and Black Panther. No order.
They have had the most character development (especially Miles), and overall good fan service (i.e. action pages, and character feats). Yep, Miles who's existed for 2 years is a better black hero than the majority out there, some of whom have existed for decades.
I like the slow but steady increase in the presence of black females in comics.
I like Misty, and Storm, and Waller is getting some good panel time, although she is a different kind of character than most out there. Keep it up Big 2. Let's see more. Bring back Kid Quantum of the Legion of Superheroes, and put her in the Teen Titans or something, since you won't do squat with Static.

Besides Black Panther and Storm as the top 2,this will be in no particular order (especially since some of these characters I love equally):
Hmmm...this is tough.
1. Bronze Tiger
I'm a huge fan of the Ostrander Suicide Squad run from the 80's.
2. Black Panther
I've followed the character off/on since I got back into comics. Thought the David Liss stuff was pretty good, really digging him in New Avengers. Still haven't read the Priest run and I feel like a bastard.
3. Falcon
No, this isn't a joke. I loved Falcon in Brubaker's Cap run. Plus he's a partner, not a sidekick and he doesn't have black on his name.
4. Volt
A minor character from Mark Waid's Irredeemable. He was basically a commentary on how one dimensional black superheroes in comics tend to be. Street slang, electric powers and BOOM, here's your token black member.

@guardiandevil83: I loved that first arc in the current Shadowman series. How's the rest of the run up to this point?
Honorable mention to....Invisible Kid II ( Probably the only black character who's never been in a race-specific story. He's just a hero. The color of his skin just doesn't matter. If only all characters could be written that way)
