1.) Venom - his symbiote can shape-shift him and he makes an excellent covert operative, highly skilled in ranged and hand to hand combat with as much versatility as Spider-Man with even greater strength and speed
2.) Batman - makes a great strategist and financer, as well as technological genius and master martial artist
3.) John Stewart - a powerhouse with extreme versatility from his ring
4.) Thor - the God of Thunder brings your heaviest hits and can take the heaviest hits, every team needs a tank and Thor is that and so much more
5.) Martian Manhunter - the speed, strength, telepathy, intangibility make him able to fit any role needed
6.) Rachel Grey - a psychic powerhouse, arguably (alleged) stronger than her mother, Jean Grey
7.) Peter Parker Spider-Man - another genius, and on par with Batman in that department. His drastic difference in personality to Bats means a much different approach in tech and prep, but one that is no less successful. His spider-sense would be an invaluable asset to any team he is on, not to mention his varied powers and no real weaknesses.
8.) Spawn - brings the missing magic link to bear with his incredibly powerful Hellspawn abilities, not to mention the usual strength and durability that goes with superheroes. As a LT. Col. in the Marine Corps. he is very familiar with strategy and would add greater depth to the team's planning capabilities. Plus he cannot be killed unless decapitated, so he will be incredibly hard to put down.

THEME: Spider-Man has assembled a team of anti-heroes/anti-villains to use their rougueish/chaotic skills to help protect and save people and punish the wicked. It's your classic "Leverage" situation with the "not so bad" bad guys using their skills they once used for evil for good. For example, Ivy could use her powers of seduction to infiltrate and spy on evil companies like LexCorp or OsCorp. Or Harley Quinn could use her skills as a thief to steal from the rich and give to the poor. Or Sinestro could use his awesome powers of intimidation to strike fear into the hearts of the evil

NexStep - A team of young heroes mentored by veterans, not so much in the use of their powers but how to grow as people WITH super powers. Sort of like a combination of the JSA, Future Inc., and the Teen Titans.
Wildcat, John Stewart, Big Barda, and Mister Miracle essentially mentoring Hot Streak, Aquamaria, Red X, and Blue Beetle III. Their adventures would introduce more characters that were originally brought from the DCaU including the series Static Shock and versions of Batman Beyond enemies. Some younger members would go rogue, simply leave the team, or move on as they grow, but still stay connected.
X-Men: Wolverine, Colossus, Storm, Nightcrawler, Beast, Cyclops, Professor X, Gambit, Agent Brand, Ice Man and Danger.
Justice League: Plastic Man, Superman, Green Arrow Oliver Queen, Flash with DCAU personality and comic book powers, Wonder Woman, Hal Jordan, Hawkgirl Shayera Hal, Blue Beatle, Batman, Captain Marvel, Wildcat, Terry McGinnis and Nightwing.
Avengers: Black Panther, Tony Stark, Steve Rogers, Thor Odinson, Hulk, Beast, Vision, Hawkeye, Capt. Marvel Carol Danvers and Wasp (just have her completely replace Ant-Man)
Heroes For Hire: Iron Fist, Luke Cage, Misty Knight, Colleen Knight and Deadpool (Hey, I thought the story they head in Deadpool & Cable was funny. lol)

The Flash is really the only DC hero I like. I think DC handles their villains better though. My list for that would be:

The Mystery Solved (SPOILERS!)
Underrated Spider-Man villain, Spot, have gone from small time criminal to big time mad scientist! He managed to open a portal to a different dimension, one with only one way in and one way out, he would call, the "O". Initially only using it to defeat his greatest enemy, the friendly neighborhood Spider-Man. After tricking Spidey into jumping into the "O", he systematically threw all of Earth's heroes into this dimension (most of them, while they were sleeping).
Ridding the world of it's heroes made Spot infamous among the villain community; all who defied him were thrown into the "O" and had their trinkets and doodads confiscated (stolen); the rest became his army of henchmen.
