If Batman somehow disappeared and Deathstroke decided the criminal element in Gotham was bad for business and decided to clean up the city, would he do a better job?
Would Deathstroke Make A Better "Batman" Than Batman?
No. Deathstroke doesn't have the love for Gotham that Batman has, he doesn't have the same obsessive drive to clean up Gotham that Batman posses, he doesn't have the amount of money and resources that Batman ahs, and he isn't willing to sacrifice himself for Gotham like Batman.
Due to his crazy skill and willingness to kill, I feel like he could easily get rid of lower tier threats like Joker, Two-Face, and Penguin. However, villains like Ivy or Clayface might pose a problem for him. However, I'm not an expert on Deathstroke or Batman, so I could very well be underestimating Batman's baddies.
In terms of taking on the role of Batman? Not that well.
In terms of cleaning up? He'd probably do a far better job.

This. Half of Batmans rogues would disappear overnight.
I think he would make a better job but in a worse way. He's ready to go that extra mile and actually get rid off the criminals.
Though the role of Batman and what it represents he would not be better.

Of course Deathstoke, the assassin, wouldn't adhere to the moral code that Batman employs at all (I mean, the guy's name is Deathstroke).
Would he kill Cobblepot, Scarecrow, TwoFace, Joker, and the others within the first week? You betcha. Although Joker may prove to be a bit difficult. However, Batman would then be wanted for multiple accounts of murder, so I'm not sure Bruce would want the cowl back lol
As "Batman", he'd definitely be worse. I do, however, agree with people who said that he'd clean up Gotham in no time. If you've seen Deathstroke's feats, I have no doubt that organized crime would disappear within a week. Metahumans would no longer be relevant within a year. The problem, though, is that Slade would also kill anyone who gets in his way (civilians, cops, politicians, etc.).

He'd be a terrible Batman.
Sure he's a skilled fighter, but it takes more than that to deal with some of Gotham's problems.

No. He'll probably clean up Gotham better but...
Also, Joker would actually want Deathstroke dead because he's not the same Batsy. Then he'll just suicide bomb along with Slade or destroy the entire city. The Joker's insane. The only thing stopping him is the fact that he doesn't want to kill Batman. If a different person takes on the mantle of Batman...game over. And I have a feeling Deathstroke would end up abusing his power and do quite a lot of questionable things. And then the GCPD would be after him
