Batman is smarter that Ozymandias, his plan depends totally in the plot and that Alan Moore is the writer.

Batman understands the chaos of human nature and how cant be controlled all the time.

No, Ozy's plan was very proactive, Batman like most heroes is reactive with the exception of screwing over his allies, he seems to put more effort into that than making sure criminals stay locked up.

Notice that the plan will mostly fail, is what makes him smarter.

He can't even kill anyone in his rogue gallery for greater good. I don't think he will kill millions of people for greater good...........But i think , when he's faced with the end of the world scenario , he might change.

Batman doesn't have a utilitarian viewpoint where he can state that killing some is morally right as long as most live. Batman (and most superheroes) have a deontoligical stance where killing anyone is morally wrong even if it is to save billions. Writers usually get around the cunundrum by having the hero do something clever and save everyone.

Instead of nuking several cities to create a fragile temporary peace, Batman would instead cooperate with Dr. Manhattan to disable the world's nuclear stockpile.

Ozy and Doc were clearly powerful enough to do so, with the amount of influence they had over the world.
