And that makes him the worst villain??Hes pretty much one of the most respected characters in comic book, has a rich and deep history behind him....and he doesnt simply want to destroy humanity, he actually wants equality for his people, but by any means which includes destroying everything in his way if needed...pls dont compare him to lame characters like the ones listed here...thank you

He ain't the worst, but I will back the claim he's one of the most annoying...
I'm casting my vote for Penny Plunderer. He was one of the few villains to have been so bad, he was written out of continuity. He was the original reason for the giant penny in the Batcave
