Well the main idea of a hero is save the all people, so, the worst superhero for me would be someone that doesn’t gives#$%& the people: Ozymandias killed a lot of people (Being the smartest man in the world, he could easily found another way to save the world). But maybe you are asking for the worst idea for a superhero, isn't it? a superhero's idea that sucks, for me it could be Wolverine, he was created as a character that fights hulk, now is a overrated character with multiple past and origins, but he stills cool. So the Worst Superhero ever doesn't exist, because at the end that character is able to become a great character, because his existence depends on the writers.

I Just Don't Like Him As Much As The Others. Same With Batman (I Apologize To All The Non-Fanboy Batman Fans). Not That I Hate Them, I Love All Superheroes.
