No electrical powers, but Marvel's Thunderbolt and the Ultraverse's Zip Zap are both black speedsters with a lightning motif in their attire. It is an interesting phenomenon.

Now that I think of it, this extends to Naruto as well. There's an entire nation called the Land of Lightning which happens to be home to the only black population in Naruto, where lightning based ninjutsu is their expertise, and has prominent black lightning based fighters such as the Raikages and Darui.

Good question. Maybe Storm and Black Lightning are just such iconic characters that it made people subconsciously wanna make black electrical characters.
