This was after Ginyu powers up to an unknown PL that is strong enough to take Goku by surprise. They fight evenly for a while but Goku proves to be faster. Then Jeice interferes and Ginyu catches Goku in a hold that he's not able to break free of, commenting that he'll fave to go Kaio-Ken. This implies that even ignoring the speed aspect, Ginyu was much stronger than Goku at similar power levels. After that, however, Ginyu lets him go and persuades him to show his true power, estimating it somewhere around 85,000. Going off this alone, one could reasonably infer Ginyu was at least fighting somewhere close to this since he was so calm. Goku then goes Kaio-Ken and slowly builds his power. Given the fact that the scouter read 90,000 first and increased by 10,000 consistently, it's fair to say that Goku was around 80,000 himself. So, even if they were fighting in suppressed states, their PL's were still relatively close.

He's expecting goku to be holding back a lot of power, he'd have no reason to say that he caps at 85k if he was At 80k. From how it appears from ginyu, the stuff goku was doing was about that of a fighter with a bp of 60k.
You also have the fact that Jeice didn't state that goku was using more power against ginyu than he was against the others
90k wasn't the first number to be read, it's the first that surprises ginyu, seeing the symbols on the scouter and ginyu not being surprised at first says that.
If ginyu caught goku like that, then that implies (to me) that ginyu decided to use more of his power (remember he states that he can freely alter his power as well)
Basically, whatever suppressed level they were fighting at, goku still had more of an power advantage until ginyu kicked it up more

Fair point about the scouter and the 5k difference but Ginyu never stated how much power he believed Goku to be holding back. He only stated that he was holding back, so it could honestly be as little as 1k. But, like I said, you made fair points.
Anyways, the scouter apparently read one PL before Ginyu started listing them off. Going by the 10k intervals that would put Goku at 70,000. However, that's a direct contradiction to his official 90k PL before Kaio-Ken.
But still, the fact of the matter is the fact that they were either fighting at similar PL's or one was fighting at a lower level than the other, yet their physical attributes did not match up. So, if they were both around 70k, Ginyu was much stronger while Goku was faster. If Ginyu was fighting at a higher level than Goku or vice versa, it makes the disparity even greater.
Finally, the scan I posted on the final page clearly states that Goku's body was much faster than Ginyu's old one. And thanks to the color, we know that Ginyu wasn't in Kaio-Ken mode either.
