Why is Galactus so terrible at choosing heralds?

Has he ever had a herald who didn't turn out horrible?

Idunno man. There is this one herald though. Name is norrin. He turned out to be a great guy and all.

Galactus is cheap and doesn't employ a HR department, so this is what you get.
