This. Spraying people with gas doesn't strike fear at all. All thugs will start doing is wearing gas mask then.

Ok maybe he shouldn't completely replace fighting with sleep gas but he could use it when appropriate.
Jokes aside, it's probably because when they wake up they wouldn't be injured. When he knocks people out and breaks their arms and legs and stuff they won't exactly be in any condition to fight anymore.
Letting someone sleep peacefully isn't scary. Who's going to stop doing crime because they get sleepy? Being physically assaulted by the greatest martial artist on the planet with equipment and weapons is a great way to influence people to make a profession elsewhere.
It would get expensive to produce enough sleep gas to use on all of his criminals and I think he feels like he's avenging his parents when he beats the crap out of criminals.
