Victor's dislike of James is mostly based around him having an exaggerated alpha male like personality/wanting to be dominant and him viewing Wolverine as a rival due to similar powers, etc. so he decided to f%ck Wolverine's life up.

During Loeb's run Logan remembers he was in Tokyo captured by the Hand and asked to deal with a guy who was killing women that were working for them, that guy was Creed. Wolverine prevented him from killing a woman and Creed left saying he was gonna give him a lot of payback. Unless that was another fake memory.
