Why do some characters remain featless while others don't?

I mean some characters stay featless for years after appearing in 1 or more books. Why do creators keep some of their characters featless? Is it that they don't know what else to show for the character? Could they be running out of ideas? I really wonder and question this as a fan of comic books. I am anxious to see this Superman villainess character named Anguish show more feats but sadly....still featless. Now, I see why many characters remain underrated due to lack of feats.

Mainly because they play a main role and without that main role, the authors would have little to nothing to actually write about. Now yes, I would like to see other characters have great feats, but most of them just do not have what it takes to be a Superman, Spiderman, Captain America, Doomsday, etc... It's a lot about what a character brings to the story. If they bring little to nothing or just some things, why give them what other characters need to keep the comic itself going? They just can't do it.
