They say it like it isn't canon, but it totally is for Earth-616's characters.
Why do people dismiss Silver Age scans from Marvel?
It really depends. I mean Dr Strange back then, was way more powerful than he is now. And things tend to change that might contradict silver age scans.
Like for example there was a silver age scan of Namor, who took a bladed weapon without injury (Like the blade broke against his skin), now, he got stabbed by a normal knife with injury.
Certain characters have improved since then (Spider-Man and Hulk being two examples) so using Silver Age to show a certain limitation isn't always still accurate.
Others have weakened (Dr Strange for example) so using old showings as a demonstration of power is also outdated.
They aren't dismissed, but context and the old showing vs the current character need to be taken into consideration.

This.
Those are not very good times to use it in debates. Times were different, people weren't reading comics with so much expectancy of consistence. So there was too many random powers coming out of anywhere or power levels are random and not much of a power hierarchy since nobody really cared. It's not just for Marvel it's for Dc as well ( i am sure everybody here at least seen how Superman's sneeze can destroy multiple solar systems but he sometimes he is not holding back moments at earth and nothing more than a couple building destruction happens somehow)

Sometimes it's not consistent, like Hulk punching through the space-time continuum or destroying all the planetoids in a universe.
