Because during the time Captain America was made, a blue eyed, blonde hair guy was basically the ideal of beauty in America.

so i think he just wanted to put this idea that hitler's "perfect ideal race" was his greatest enemy
There was actually a few story lines where it has been pointed out that Cap was pretty much the Nazi ideal but he's generally quick to remind people that he started out as a guy the Nazi's would have put death since he was handicapped due to a bout of polio when he was a child.

I like to think to it was an attempt to subvert Hitler's aryan Superman, but I honestly think Wolverine08 is actually correct. It is most likely because he is supposed to look like the "ideal American".

@outside_85: Stan Lee admitted they weren't entirely familiar with the ins and outs of Norse myth when they first came up with their version of Thor which also explains why Thor is referred to as an Asgardian instead on an Aesir which was the original name for Thor's race in mythology.

@joshmightbe: True true, but in the context of this discussion it's rather unfortunate since the Nazies did have a Norse-fixation and making him blond and clean-shaven just made him all the closer to their ideal. Anyways, it's not a massive deal since they weren't out to make a historically accurate interpretation of the myth.

These issues don't go away by not talking about them, and everything falls into the same context even if it's not intentional. Without these types of examinations we wouldn't have gotten excellent reads like Truth: Red White & Black.
Honestly I find it stranger they made Thor a blond.
this, there's no hidden truth in captains blondness as i stated above. Thor on the other hand has red hair in mythology, though i remember a statement saying that he looks different because it's a marvel version, not the original.
