why can't Bruce Wayne fund Arkham

Arkham is the equivalent to a open door. Why doesn't Bruce Wayne fund it to make people like Joker, Riddle,Scarecrow,etc not able to escape.Batman wants to stop crime, not just deal with it every time it pops up

They always get out no matter what. Batman has helped Arkham out by testing their security systems and breaking out of them himself, pointing out where improvements needed to be made. It doesn't matter though, they will always get out.

Sometimes people from the outside are the ones who make them escape.

He does. He's even tested their defenses.

Mainly plot. I think most character's rouges have the revolving door issue.

Like has been mentioned already, it's mainly for plot reasons. I once read a comic where Scarecrow escaped Arkham through the air ducts. Really?

Seriously, though, if any of these villains were actually locked up for good their respective rivals wouldn't have a rogues gallery.

Bruce Wayne gives everything he can to Arkham, this has being pointed in several comics in the past.

Also its explain that since people working in Arkham are as insane as the people that are patient, they get help from them, also there its the fact there its a huge corruption going on.

(1) Sometimes villains on the outside break them out.

(2) Plot, of course. We need his villains to break out.

(3) No matter how many defenses and walls Bruce funds for Arkham, the place is still run by the orderlies. It's an Asylum, not a prison. Patients there have to undergo counseling, activities, medical treatments, etc etc. These all provide ample opportunities to escape. For instance, 2 or 3 years ago Freeze escaped during a counseling session by using a frozen crayon to kill his doctor, and some coolant from the ceiling.

(4) Arkham is corrupt. Sometimes orderlies are paid off or just want to let criminals slip out.

Plot convenience, that's why.
