Because they're dead. You have to be in peak physical shape to even want to stand against some of the nasty villains in comics.
If they have to be in peek physical shape they wouldn't be so skinny. They'd have some muscle on them. You ever see a professional female gymnast or swimmer? The gymnast ones legs are thick with muscle and the swimmers are jacked. If they were really supposed to be in peek shape they would have thicker set bodies because of muscle. I am well aware that some artist depict the female superhero's with toned muscle but in reality women that tough or in such peek shape would be thicker, it's just most men don't like the look of highly muscular women.
I don't think it's a matter that we need more plus-sized female heroes, but rather more of mix of supporting characters. Like TheCrowbar said, "You have to be in peak physical shape to even want to stand against some of the nasty villains in comics." Now having more supporting characters that are plus-sized, more minorities, more of respresentive sample of races, religions, etc. in comics would be a good thing, especially if writers make the attempt to keep those character's consistent with those beliefs and not fall back on stereo-types.
Isn't Volcana often shown as a fairly plump woman ? Also some She Hulk stories had her looking chubby, though she has been done as a perfect fashion model, albeit much taller, but still in perfect proportion, while others couldn't put enough muscle on her.
