That's because Thor didn't use his weather powers. Hulk gets stronger when madder, Thor can match him, but than later Hulk will be stronger.
hulk's strength is kind of random, it fluctuates with anger so sometimes, yes. Sometimes, no. Also thor holds back a lot and we've yet to see something he can't do, I'd put it as a tie, in a fight, but hulk will EVENTUALLY become stronger, but it might take a while if thor isn't holding much back.

Okay... Let me explain. I think at the very beginning writers didn't really want there's a stronger one (they didn't want that a hero can punish another hero... Logical!!!)! But mere fans always want more. They are not satisfied when heroes fight to a stalemate (for example Defenders 10). Then puny writers met their expectations. They have choosen a stronger one based on his popularity. And the more popular was.... The Hulk. And at this time in Marvel (more than ever) all is about popularity (for example Spider-man can beat the Juggernaut... Ok, it was on tv, it's non canon... but craps begin with non canon things!!!). The only hope left for the Thor's fans : the next film will have to be a success... and the futur Hulk's projects will have to be failures.
as far as classic versions go, i believe thor is a solid step stronger. hes simply shown better feats like over powering the midgard serpent which wrapped itself several times around earth, pushing the world tree while weakened, effortlessly towing islands, and he also held hulk in a lock for an entire hour
No contest, Thor exerted over 105.4 sextillion tons (the combined weight of sixteen earths) of force to lift a constricted Midgard Serpent off of earth from a mechanically weak lifting position while Hulk has only held up (not lifted), 150 billion tons.
So just by comparing feats and not writer opinion; Thor has this won handily.

@Sinfulplayerx: I can't find that thread so please explain a moment where Hulk has lifted over 105 sextillion tons from an awkward and weak mechanical lifting position? If he has not then there is no comparison. Thor is a god; Hulk is (well, should be) an earth-bound mortal.

This is true. The power of a perpetual gamma ray nuke or The Herald of Galactus is no less than the Prince of Asgard. Hulk and Silver Surfer aren't weaker than Thor.
Hulk is at least Thor's equal until he gets stronger from an adequate amount of stress of physical exertion/anger or injury. Hulk only disadvantage is his lack of long range attack. The smashing Hulk does with his gamma-empowered fist is primarily close-range but no less powerful than anything coming from Thor with a longer-range projectile blast.
Silver Surfer can fly around and shoot energy projectiles just like Thor and is no less strong, Having a portion of the power of Galactus,The world devourer.
Hulk. Beyonder once said his strength is infinite. while thor's isn't but that doesnt mean thor isn't strong it just means hulk outclasses him in that area
Thor is roughly >=Savage Hulk in strength with Hulk being able to exceed his strength sooner than later. Anything above that the edge just grows and grows for Hulk to point where it's no longer a contest. THAT SAID, Thor his him with a bolt capable of stunning the Chaos King and flies off into the distance making strength irrelevant :p
I would say Hulk since their is no limit to his anger and he angrier he gets, the stronger he gets. I would imagine it would take Hulk along time to get to Thor's strength though.
Thor is stronger than the Hulk at first but as the Hulk becomes progressively angrier, the latter will become stronger than Thor.
thor is strongest between if writtten properly.... stronger than hercules... definetly.. all the golden age comics prove that
there in my opinion is a limit to hulks strength.... marvel needs to reign this in, because there is a limit to how mad he can get.
hulk and thor in strength are equal and marvel need to bring those days back, and stop writing thor like a hippy with a hammer and that it without the hammer he is nothing.....
It's coming. Issue #6. Hulk and Thor fight over who's worthy to wield the hammer. Then they hold hands and kick some Ice Giant butt.

Dude, Hulk body just converts universal atomic energy to his body's own might when he gets stressed.
Being pushed towards his physical limits such as when he seriously exerts himself like when he fighting really hard and/or getting angry or gets hit a by a powerful force then Hulk is made to grow stronger in proportion to that on a genetic level.
This extra-chemical process not only means that the Hulk has limitless in strength as well as indestructible where it counts most, on the genetic level.
In Conclusion:
Adapting to any force through unlimited mass growth, the growing in atomic-molecular strength at the genetic level, fueled by limitless atomic energy in proportion to stress.
Hulk is limitless mass/energy fueled by the limitless mass/energy of the universe.
According to Marvel comics, the Hulk DOES in fact have unlimited strength.

The idea that Hulk starts off at 90 tons while Thor starts off at millions of tons is absurd. Hulks base strength is pretty much Thor's normal strength.
