Who would be immune to the Penance Stare?

Give me some character u think would be immune to the Penance stare

pretty much anybody blind or without a soul

Captain America maybe Thor

Katie Power

Madcap, any robot character, Symbiotes, Vampire characters

Soulless, Robots, Pure of Heart, Blind.

Or someone with a much higher cosmic power, aka HotU Thanos.

The Hulk but in the comics they would Probably make him not immune

Not sure if it counts as an immunity - but it backfired when used on Deadpool.

Goku, because he's childishly pure to the point where I have no idea have no idea how he managed to have a child.

Is it about making someone feel the pain they've caused, or caused to innocents? Because I think that would be a big part of figuring out who is potentially immune to it. I've seen different definitions around. Also if the person feels guilt about something they wouldn't need to - let's say Superman killed a villain by accident but the dude was definitely not an innocent person - he'd feel guilt about it, but would it be something the stare would consider he actually should feel guilty about and make him feel the pain/suffering of (assuming of course suffering caused to innocents is part of it)?

I'm not really big on Ghost Rider so I'm curious about this.
