Who would be a better shot with Captain Cold's guns?

Impossible for me to say without knowing any of the mechanics of Capt's guns. Do they shoot the way a standard gun does? If the only difference between that a ordinary gun is what is dispensed (cold vs bullets) then Bullseye and Deadshot should be fine with it. If however, it's unique in how it fires, and not just what it fires, maybe not.

I think it fires more like a blaster then a actual gun. Deadshot and Bullseye like accurate straight through show where I believe Captain Colds gun is like a wave.

Deadshot all the way. It's a gun. Anything else and it's Bullseye, but it's a gun. Deathstroke doesn't outshoot Floyd. Neither does Arsenal. However I think Cold would be More effective.
